How did Onondaga County elections board get so far behind? (Editorial Board Opinion)

Voters deserve a fuller explanation of the meltdown at the Onondaga County Board of Elections that prompted state election officials to swoop in last week.
The good news is that a huge paperwork backlog is resolved and not one voter has been disenfranchised this November. That includes the overseas voter whose late ballot tipped off the state Board of Elections that there might be problems in Onondaga County.
